感觉这两个词是很不同的。
楼下两人都说的不对,这题明显是比较announce和declare的用法。
我说不清楚,但从我给的例句希望你能感觉到这两个词的区别吧。。。
靠语感啦,看例句,declare是用在比较正式的场合,而且通常出现在国际新闻里,也就是会有government,spokesman,等等,但declare后面加the hostages had been released是很不妥的。。
